The EU VAT-rules for eCommerce are designated to eliminate distortions for competition that benefit non-EU sellers, reduce compliance costs for online traders and make the VAT system fraud-proof.
In recent years the VAT rules for eCommerce within the EU have been subject to an ongoing change process. For example, in 2019, new rules for destination principle in relation to electronically supplied services (ESS) and therefore simplified registration for non-resident suppliers (mini one stop shop) were introduced.
Next year the EU VAT rules for ecommerce transactions will change again significantly regarding low-value goods, distance selling and VAT liability for online platform: The new eCommerce VAT Package will have an impact on a wide variety of stakeholders (online marketplaces, e-retailers, customs agents, postal operators and courier companies), involved in remote sales of goods to EU private individuals.
